Charges upgraded; shooting of former Knoxville officer becomes fatal

KNOXVILLE (WATE) - The charges are upgraded for a man accused of shooting a former Knoxville police officer and attorney who died later.

The victim, Mike Parker, died at UT Medical Center after he was found shot in the head at his home on Rifle Range Road on February 27.

The suspect, Douglas England, 41, of Knoxville, is now charged by the Knox County Sheriff's Office with first degree murder.

The incident report says a woman who spent the night at Parker's house said she woke up when England entered the home. She also said she and England found Parker slumped in his chair.

England remains in custody in the Knox County Detention Facility, but his bond was raised from $100,000 to $2 million.

Parker left the police department to practice law, but he was arrested in 1992 on charges of helping rob a Pizza Hut in Halls. He was convicted two years later, served time in prison and was paroled early.
