KNOXVILLE (WATE) -- The process continues to restore the Knox County charter or create a new one. But why was the charter never certified?
The responsibility can be narrowed down to the Knox County Election Commission, the county clerk and the law department.
Since the charter has been in place for 16 years, no one is taking responsibility.
The election commission should have sent the charter to the secretary of state in Nashville to be ratified. But according to everyone involved, that never happened and no one seems to know why.
6 News spoke Tuesday with former Knox County Executive Dwight Kessel. He says he thinks the problem boils down to the lack of checks and balances.
No one was in charge of making sure the charter was sent to where it needed to be and it somehow got lost in the shuffle.
6 News also spoke with County Clerk Mike Padgett Tuesday. He's pointing fingers at the election commission.
In 1990, Irene Lovely was in charge of the election commission. She has since moved out state and could not be contacted.
