School shooting suspect's personnel file shows meetings about complaints

KNOXVILLE (WATE) -- The personnel records for the teacher accused of shooting the principal and assistant principal at Inskip Elementary School show the concerns that led up to the decision not to renew his contract.

Foster, 48, of Clinton, had two recent conferences with Principal Elisa Luna and Assistant Principal Amy Brace.

Officials said in a Thursday press conference Foster cleared all background checks when he was hired as a substitute teacher in 2007.

According to Foster's personnel file, he met with Luna and Brace on December 2, 2009 about a parent who claimed Foster "grabbed his child's shoulder and tugged as well as pushed him on several occasions during dismissal."

His record said the student confirmed the issues and said he "didn't want Mr. Foster touching him."

Foster denied this.

On February 4, Luna and Brace had another meeting with Foster about complaints from students.

His record said, "There have been reports throughout the year from students that Mr. Foster yells at them. Four students have requested to be moved from his classroom because they said he is mean to them. They say he yells and tells them to shut up."

Foster admitted he yelled at student in the past to "yell over their yelling." He also said he had used the word "shut up" to his students.

He told administrators he would "work on this." He also admitted in that meeting that he had been "under pressure lately from Mrs. Luna."

According to a spokeswoman with the Tennessee Bureau of Investigation, a background check for teachers includes a criminal history, a search for warrants, orders of protection and a check of the state sex offender registry.

TBI also said there's no database for medical records. Those are all private under HIPPA laws.
