KNOXVILLE (WATE) - Former Knox County School Board Member Bill Phillips was in court Tuesday on drug and assault charges.

The case against Phillips, 47, was bound over to the Knox County Grand Jury.

Phillips was arrested for assault in August 2011 and released from custody the next day.

Just hours afterward, he was arrested again when he took his wife's car and threatened to kill himself.

Officers said when they stopped Phillips in Union County on the Highway 33 Bridge, he tried to climb over the railing.

In 2009, Phillips was arrested for assaulting his wife. He resigned from the school board in January 2010 following a guilty plea.

Phillips' court date for additional charges he's facing in Union County is not yet scheduled.
