KNOXVILLE (WATE) - Knoxville City Council voted to approve the rezoning of a Norwood area property, despite protests from neighbors.
The property, on second vote, was approved for C-4 zoning, which allows for unplanned commercial use.
Neighbors in the Norwood community said they were "frustrated" with the results.
Residents previously told 6 News they feared the C-4 could mean another used car lot or pawn shop to the area.
The property in question is near the Knoxville Expo Center, at the intersection of Merchants Drive and Clinton Highway.
Developer Tim Graham of the Graham Corporation is the owner of the property who applied for the rezoning.
