JACKSBORO (WATE) - A young woman with severe mental disabilities who was abandoned by her mother at a Campbell County bar last week was made a ward of the state Tuesday.

Her mother will not face charges. Lynn Cameron was left by her mother at Big Orange Bar, 184 John McGhee Boulevard in Caryville, on June 28.

She had no identification and could not communicate. Investigators learned through a tip she was from Illinois and her mother, Eva Cameron, had dropped her off at the bar before driving away.

Police planned to file charges against Eva Cameron for abandoning her daughter until they learned Lynn is 19 years old.

Eva Cameron told authorities she could not and would not care for her daughter any longer. Campbell County Circuit Court Judge John McAfee placed Lynn Cameron on Tuesday in the custody of Adult Protective Services.

The judge's order gives the Department of Human Services temporary custody of Lynn until a conservatorship or guardianship can be established with the Department of Intellectual Disabilities.

Prosecutors said no charges were filed, because authorities found no physical harm and didn't have any information that she suffered any immediate or irreparable harm.

"You drop your daughter off, even though she's only 19. It might go against your heart-string or go against other people's heart strings and how can someone can do that? But it would not rise to the level of a criminal act," said Scarlett Ellis, Campbell County assistant district attorney.

For the time being, she will be cared for at the Michael Dunn Center in Roane County, until her final status can be determined, including if she will stay in Tennessee or return to Illinois.
