KNOXVILLE (WATE) - Knoxville City Council members took a step Tuesday to give additional funding for a shopping center development near the University of Tennessee campus.

The proposed University Commons project is at the former Fulton Bellows site near Alcoa Highway and Volunteer Boulevard.

The builder's plan is to bring a Publix and Walmart to the site.

City Council members passed the first reading of an ordinance that would provide $1.5 million for road and bridge construction for the project.

The vote was 7-2.

The council voted unanimously in March to pass $10 million in tax breaks for the project.
