JACKSBORO (WATE) - A woman was hit and killed Tuesday night as she stepped in front of a car on a Campbell County highway. The driver of the car that hit her did not stop, but turned herself in to authorities hours later.

A Tennessee Highway Patrol accident report says Terenia Grubbs 39, of Middlesboro, KY., was walking about 11 p.m. on U.S. Highway 25W at the intersection with Eagle Circle in Jacksboro when she was hit.

According to the Tennessee Highway Patrol, the vehicle that hit Grubbs left the scene. The driver claiming to be involved in the hit and run is 33-year-old Tiffney Ivey.

According to THP the white Chevy Blazer thought to be the vehicle that hit Grubbs has been impounded.

THP investigators remained on the scene of the accident for several hours Wednesday collecting evidence.

THP says no charges will be filed at this time. Investigators are waiting for toxicology results from those involved in the crash.

Kristi Ivey works near the intersection where the accident occurred.

"Oh, it's awful," she said. "I can't believe that someone would just drive off. I mean, even if you think it's an animal and you hear that someone dies the next day, you need to come in."

Bill Coffey owns a flea market just down the road from the crash site. He says he wasn't surprised a hit and run occurred there.

"Not really, because there's all kinds of wrecks on this road," Coffey said. "Lot of people on meth drugs. It's bad."

William Goins lives a couple miles from the accident site. He says people drive too fast in the area.

"I really wasn't surprised, the way people drive," Goins said. "I know I had a few close calls. People pulling out in front of you and stuff."

The highway patrol's fatality report indicates Terenia Grubbs had been drinking. The report goes on to say she was walking across the road and walked in front of the vehicle.

Coffey says he cannot figure out why Grubbs was walking around so late at night.

"I don't know what they were doing there," he said.
