NASHVILLE (AP) - A national organization that examines education policies across the country says Tennessee needs to give parents better options when it comes to improving the education of their children.

StudentsFirst was to release its inaugural report card Monday.

Eric Lerum is the group's vice president of national policy. He says the group ranked Tennessee 11th among the 50 United States.

He says two key policies Tennessee needs to implement are a measure that would allow parents to decide the fate of a struggling school and the creation of a school-voucher program, which backers are calling the "opportunity scholarship program."

Legislation for both is expected to be taken up during the 108th Tennessee General Assembly, which convenes Tuesday.
