Two Campbell County men indicted on child rape charges

LAFOLLETTE (WATE) - Two men were indicted by a grand jury in Campbell County last week on child rape charges.

Jeffrey Thomas Sills, 42, was arrested in late December after an investigation found that he had inappropriate sexual relations with two children aged 10 and under.

On Feb. 15, the grand jury indicted Sills on two counts of rape of a child, one count of giving drugs to a minor, one charge of drug possession and six counts of aggravated sexual battery.

The charges stem from incidents involving four different children between the ages of three and 13.

Two of the incidents happened in October 2012, one incident happened sometime between July and October 2012 and a fourth happened between December 2011 and October 2012.

James Mitchell Rich, 39, was also indicted for 15 counts.

The charges involve two victims between the ages of three and 13, and at least one other victim.

The incidents took place between December 2003 and December 2012.

Rich faces five counts of rape of a child, two counts of rape, four counts of aggravated sexual battery and four counts of incest.
