SEVIERVILLE (WATE) - An undercover operation in the Douglas Dam area has netted several arrests for public indecency and sexual battery.

Sevier County Sheriff's Office and TVA Police officers worked jointly starting in June to crack down on sexual activity on the Tennessee Valley Authority's properties.

In addition to posting undercover officers, the two agencies stepped up patrols in the area.

Investigators say Internet web sites intended for soliciting sex attract people to parking lots and scenic trails at Douglas Dam parks.

Five people were cited for public indecency:

  • John L. Walker Jr., 36, Dandridge
  • Daniel N. White, 56, Pigeon Forge
  • Allen K. Ogle, 31, Kodak
  • David R. Wilson, 58, Kodak
  • Michael W. Utz, 59, Straw Plains

Three others were arrested and charged with sexual battery:

  • Darrell J. Doucet, 48, Jefferson City
  • Russell A. Miller, 49, Sevierville
  • Larry G. Oleson, 67, Sevierville

Hearing dates for the suspects have been set for August in Sevier County General Sessions Court.

More patrols and undercover officers are planned on the TVA properties, the Sevier County Sheriff's Office said.

The alleged sexual activity at the dam has some in the community concerned.

Nancy and Crawford Turner were at the dam Tuesday, a place where they dated 52 years ago. They were 16 years old then and had their pictures taken at the dam.

"We picnicked right over there on the picnic table, and we came over and had our picture made," said Nancy Turner.

The couple returned to mark their 50th wedding anniversary by trying to recreate the photo at that location. 

The couple says they have always loved the area.

"It's very serene and peaceful. We love it up here," Nancy said.

The Turners say they were saddened to learn men were allegedly coming to the dam to meet and engage in sexual activity.

"I think it's a shame. There are families up here and there are children. I don't know what we would have done if that had been going on when we got here," Nancy said.

Sevier County Sheriff Ron Seals says detectives spent about four weeks undercover to investigate complaints of sexual activity.

"We felt that for the safety of the people and also this is an area where families bring their children to go fishing," Sheriff Seals said. "We felt we needed to do something to stop this."

The men arrested come from all different socioeconomic backgrounds. 

Nancy and Crawford Turner say they hope the extra enforcement keeps Douglas Dam family friendly for years to come.

"That would be our hope and pray that it would stay safe for all families," Nancy said.
