2 arrested in Sevier County homeowners association embezzlement case

SEVIERVILLE (WATE) - Two women were arrested this week and charged with embezzling from a Sevier County homeowners association.

Alice K. Ball, 39, was arrested Thursday and charged with theft over $60,000. Judy M. Hixon, 44, was arrested Friday and charged with theft over $10,000.

Sevier County Sheriff Ron Seals says his department began in investigation in July after a complaint from a representative of the Shagbark Homeowners Association.

The complaint stated that two employees had misused a company credit card.

"Because I worked in the office, because I own property there, it's just very frustrating that there wasn't good management during that period. They needed better oversight," said Cathy Qualls who owns two cabins, and worked in the same office at one point.

"When one or two people work in an office and board members often live in Florida, South Carolina, Virginia, you have to have someone you really trust," she added about the number of out of state cabin owners.

After an investigation and an audit, it was revealed two office managers had embezzled an undisclosed amount of money over a period of four years beginning in 2009.

Ball and Hixon were both indicted and released on bond. A hearing date will be set in Sevier County Circuit Court.
