Former Alexander aide formally charged, child porn allegations revealed

WASHINGTON, D.C. (WATE) - Jesse Ryan Loskarn, former chief of staff to U.S. Sen. Lamar Alexander (R-Tenn.), was formally charged Thursday with possession of child pornography and attempt to distribute child pornography as newly unsealed documents detail his allegations, investigation and arrest.

The documents say the United States Postal Inspection Service and the Toronto Police Service began an investigation in October 2010 into a movie production company that operated a website selling DVDs by U.S. Mail and online streaming videos, mostly featuring nude young boys.

As part of the investigation, the USPIS identified several customers, including Loskarn. Reviews of customer invoices and purchase summaries showed Loskarn had made several purchases between November 2010 and March 2011, each billed and shipped to Loskarn's Washington, D.C. address.

On Oct. 5 and 6, 2013, the USPIS then identified Loskarn's residential IP address on the Gnutella peer-to-peer file sharing network, offering files with names consistent with child pornography.

Using the hash values of the videos, law enforcement obtained partial file downloads of identical videos from the Gnutella network. One such video showed an adult male committing sexual acts with a young girl approximately 6 to 9 years old.

After determining Loskarn's current address, law enforcement executed a search warrant on Loskarn's home on Wednesday.

Inspectors knocked and announced, "Police search warrant, open the door." After a few moments with no answer, inspectors forced their way into the home.

While this process was occurring, an inspector assigned to rear perimeter security noticed Loskarn leaning outside the middle second window. The inspector also noted Loskarn appeared nervous, looking right and left.

Loskarn then appeared to make a motion that he was placing something outside the window and he then closed the window.

The inspector told a case agent what he saw, who then located a portable Toshiba hard drive outside the window.

Inspectors inside read Loskarn his Miranda Rights and Warning. Loskarn waived his right to remain silent and spoke with inspectors. He said the inspectors could ask questions and he would decide whether to answer.

Loskarn was questioned about the hard drive found outside the residence. He did not admit to pushing it outside, but did say there was nothing else outside. He also admitted that he does own an external Toshiba hard drive.

Computer forensic examiners from the U.S. Department of Justice, Criminal Division, Child Exploitation and Obscenity Section reviewed the hard drive and other digital media. They found multiple digital videos showing adult males having sexual relations with young girls.

Peer-to-peer software which operates on the Gnutella file-sharing network was also found installed on Loskarn's computer. It was the same type of software found to be utilized on Oct. 5 and 6.

Loskarn was arrested on probable cause for possession and distribution of child pornography charges. He was formally charged during a court appearance Thursday afternoon.

Sen. Alexander immediately placed Loskarn on administrative leave without pay and named David Cleary as his new chief of staff.

Possession of child pornography carries a maximum sentence of 10 years in prison, while attempting to distribute child pornography carries a mandatory minimum of five years in prison and a maximum of 20 years in prison.

A preliminary and detention hearing is scheduled for Monday, Dec. 16.
