Suspect in West Knox school bus crash has history of DUI convictions

KNOXVILLE (WATE) - The suspect charged in Tuesday's school bus crash in West Knox County has a history of DUI convictions according to records obtained by 6 News.

Warrants from Anderson and Knox County show Keith Greene, 44, has four DUI's between the two counties.

The latest offense stems from Tuesday's crash. He was also convicted of DUI in 2013 in Anderson County.

Greene was also convicted of DUI in 1990 and 1991 in Knox County.

In 2007, Greene was charged with violating the implied consent law.

The arrest warrant for that incident said that Greene told police he had been drinking earlier that day and admitted to drinking a beer while driving.

Greene failed a field sobriety test and refused a blood test.

Charges for refusing the blood test were dismissed but he pleaded guilty to reckless driving.

The 1990 and 1991 charges will not be used against Greene in criminal court, which is why he is now charged with a second DUI offense.

"If you're charged with DUI today, the prosecutor can look back ten years and the court can look back ten years from the date of offense," Knox County Assistant District Attorney Tammy Hicks said. "If you stay clean and don't get any new charges for a ten year period, then the ones older than that don't count but if you do have a conviction within that ten years you can go back 20 years."

With Greene, law enforcement is able to consider DUI offenses within the last 20 years, meaning starting at 1994.

Hicks said there are other legal measures to penalize repeat offenders.

"There is a Habitual Motor Vehicle Offender Act that says if you get certain offenses within a certain time period and you are eligible to be declared a Habitual Motor Vehicle Offender and just getting behind the wheel of a car is a felony," Hicks said.

Greene is charged with DUI, driving with a revoked license and reckless driving among other charges in Knox County and he could face around three years and seven months if convicted of the charges.
