Knox County deputies put on leave after block party incident to return to work Friday

KNOXVILLE (WATE) - Two Knox County sheriff's deputies placed on leave during the investigation into officers' handling of a block party in Fort Sanders will return to work on Friday.

In a statement, Sheriff Jimmy "J.J." Jones said Officers Ronald Chaperon and Brandon Gilliam were "neither responsible nor complicit" in the incident that resulted in the dismissal of Officer Frank Phillips.

Jones says "indisputable photographic evidence" shows both officers were behind Jared Dotson during the incident.

Chaperon never took his eyes off Dotson's hands, while Gilliam was behind and to the left of Dotson and only made glances in Phillips' direction. Jones says it would have been impossible for Gilliam to have seen Phillips' left hand on Dotson's neck.

Chaperon and Gilliam have been reinstated and will resume their positions on Friday.

The sheriff also says all of the Office of Professional Standards files pertaining to the case were turned over to the Knox County District Attorney General’s Office earlier this week.

Officer Frank Phillips was dismissed from the department after pictures released by the Daily Mail showed Phillips, Gilliam and Chaperon attempting to detain Dotson at the April 26 party. The sequence of images appears to show Dotson falling to the ground after being choked.
