Florida man wanted for aggravated assault arrested in Kingston

KINGSTON (WATE) – A fugitive from Jacksonville, Florida was arrested on charges including aggravated assault with strangulation in Kingston.

Roane County Deputies and Kingston Police officers said they arrested Chad Stallard, 27, Friday morning after a traffic stop for speeding.

Stallard was a passenger in the car. While being questioned he fled to some bushes and briars beside Interstate 40, refusing commands to come out or show his hands.

Officers said Stallard was not completely visible and they were concerned he had a weapon. One officer fired a warning shot into the ground.

After the shot, officers said Stallard fled across both lanes of traffic on Interstate 40 in the rain. Law enforcement were finally able to apprehend him at 9:43 a.m.

Knoxville Police Department Chief Jim Washam said he will be conducting an internal review of the entire situation and forwarding results to the District Attorney’s office.

Stallard is currently being held in the Roane County Detention Facility, awaiting extradiction.
