A convicted murderer is now behind bars for a second time.
Robert Allen, 50, was arrested by Morristown Police Sunday after a day-long search. He is charged with aggravated assault and illegal possession of a handgun by a felon. Police believe he shot a 24-year-old man in the thigh early yesterday morning.
The victim is expected to be okay.
Allen was recently released from prison where he served a 17-year sentence for second-degree murder, aggravated robbery and aggravated assault.
Allen is incarcerated in the Hamblen County Jail under a $250,000 bond.
